In the Quran Allah (SWT) says:

(73:4)وَرَتِّلِ ٱلۡقُرۡءَانَ تَرۡتِيلاً

And recite the Qur'an in slow measured rhythmic tone(73:4)

 

When talking about this verse, Hazrat Ali (Radi'Allah-ho-Anh) said: "Tarteel means to know the Tajweed of letters and recognise the places of pausing.". The Arabic word 'Tarteel' is translated as 'slow, measured rythmic'.  The tafseer of the above ayat according to Ibn Kathir is 'recite the Qur'an slowly, making the letters clear, for this is an assistance in understanding and pondering the meaning of the Qur'an.

 

In a hadith The Messenger of Allah (صلى الله عليه و سلم) said: “ Allah desires that the Quran be recited in the manner it was revealed." and since the Quran was revleaed with Tajweed, it is compulsary to recite the Quran following the rules of Tajweed.

 

Tajweed is not intended to be about just learning rules and committing them to memory, but rather the correct application of those rules while reciting the Qur'an.

 

The Messenger of Allah (صلى الله عليه و سلم) always recited the Quran with correct Tajweed following all the rules and it is the best thing of us (muslims) to follow his (PBUH) example as Allah(SWT) says in the Quran:

 

(33:21)لَّقَدۡ كَانَ لَكُمۡ فِى رَسُولِ ٱللَّهِ أُسۡوَةٌ حَسَنَةٌ۬ لِّمَن كَانَ يَرۡجُواْ ٱللَّهَ وَٱلۡيَوۡمَ ٱلۡأَخِرَ وَذَكَرَ ٱللَّهَ كَثِيرً۬ا 

Indeed in the Messenger of Allâh (Muhammad SAW) you have a good example to follow for him who hopes for (the Meeting with) Allâh and the Last Day and remembers Allâh much. (33:21)
